Recently, the United Nations released a widely discussed report proposing the establishment of a global artificial intelligence fund aimed at helping developing countries access technological dividends. This proposal has the backing of the UN Secretary-General's High-Level Advisory Board on Artificial Intelligence, calling for contributions from governments and private enterprises to assist countries that cannot invest in AI independently. Notably, one of the main speakers of the report, Ms. Wendy Hall, a computer science professor at the University of Southampton, pointed out the challenges faced by Western nations.
